According to a report by the South Korean newspaper Hankyoreh on the 21st, SK Hynix is advancing its plan to build a memory semiconductor wafer fab in Miyagi Prefecture in the northeastern part of Honshu Island. SK Group Chairman Chey Tae-won recently visited the area. Miyagi Prefecture is one of the three major semiconductor industry bases prioritized by the Japanese government, the other two being Kyushu and Hokkaido.
If this investment plan in Japan is implemented, it will further complicate SK Hynix's global capital allocation. Prior to this, the United States had been continuously pressuring the South Korean government and companies regarding investment in domestic memory wafer fabs, and the progress of the Japanese plant plan is expected to escalate US demands. At the same time, the wariness within South Korean public opinion regarding the transfer of the strategic semiconductor industry to Japan, and the ensuing political uncertainty, also constitute potential obstacles to the plan.
With an investment of tens of trillions of won, Miyagi Prefecture has become Japan's first manufacturing base.
According to reports, SK Hynix's planned wafer fab in Miyagi Prefecture represents an investment of tens of trillions of won. Compared to the hundreds of billions of won invested in its domestic semiconductor clusters in Yongin and Honam, the Japanese factory is positioned as a relatively small-scale overseas production base.
It is worth noting that the Miyagi Prefecture factory is not a replacement for the domestic investment plan, but rather an additional overseas production capacity added while the Yojin and Hunan cluster projects proceed as originally planned. It is widely believed that this move aims to seize market opportunities by expanding production capacity through forward investment amidst a persistently tight global memory supply and demand situation.
If the plan is ultimately implemented, SK Hynix will become the third foreign company, after Micron and TSMC, to have a semiconductor manufacturing plant in Japan. Currently, Samsung Electronics only has a next-generation semiconductor packaging R&D center in Yokohama, Japan, and has no local mass production facilities.
US pressure and domestic politics present a dual variable.
The advancement of Japan's investment plan comes at a time when the United States is intensifying its lobbying efforts to persuade South Korea to build a memory wafer fab on its soil. Analysts point out that if the news of SK Hynix building a factory in Japan is confirmed, it could further exacerbate US dissatisfaction with South Korean companies prioritizing investment in Japan over the United States, and prompt the US to make higher demands in bilateral negotiations.
Meanwhile, there has always been a sensitive public opinion in South Korea regarding the export of semiconductor production capacity, a core strategic industry, to Japan. The political uncertainty surrounding this issue will be another hurdle that SK Hynix must overcome to advance this plan.
Finding a balance between expanding production capacity in Japan, the pressure to localize in the United States, and domestic political considerations will be the core challenge facing SK Hynix and the entire South Korean semiconductor industry in its global production capacity layout.
