Vietnam Launches Crypto Asset Pilot Framework; Global Tokenized Asset Market Projected to Exceed $14 Trillion by 2030

Odaily News: The Vietnamese government issued a resolution in September 2025 to launch a national pilot framework for crypto assets. Under the framework, crypto assets issued within the country must be backed by real-world assets, excluding securities and fiat currencies, and will initially be available only to foreign investors.

Boston Consulting Group projects that the global market for tokenized real-world assets could exceed $14 trillion by 2030. Vietnam's State Securities Commission stated that five enterprises have passed the preliminary assessment for establishing exchanges, and final approval requires meeting Level 4 information system security standards and maintaining registered capital of approximately $383 million.

The Vietnamese government issued a decree on July 16, imposing fines of approximately $1,150 to $1,918 for violations in the crypto asset market, effective September 1. Domestic investors will not be immediately penalized for trading on unlicensed platforms; the requirement to trade only through licensed institutions will take effect six months after the Ministry of Finance issues the first exchange license.
