Can anyone ride in velodrome?

I'm curious, can anyone ride in a velodrome? Is it open to the public or is it strictly for professional cyclists? Do you need to have a certain level of skill or experience to participate? And if so, how does one gain access to a velodrome for training or recreational purposes? I'm really interested in cycling and would love to know more about this exciting and potentially high-speed activity.
